Regarding The 2nd Amendment, New York is what's classified as a "may issue" state and not just for concealed carry permits, but for almost any type of firearms ownership and more.
"May issue" means that all citizens, who's constitutional rights shall not be infringed, have his or her constitutional rights infringed at every possible turn, especially of the 1st and 4th varieties.
Each locale in the state, municipalities and counties, can have their own 'review' system to determine if said locale's government "may" wish to approve a resident for a firearms permit. Questions are asked of the applicant and of many family members, business contacts and friends. They are each interviewed about any and all aspects of the applicant's personality, past, present, etc.
If any one government official 'feels' like denying a permit to a resident, then it gets denied, period and never gets to the state level for another round of investigations before any permit is issued or denied there.
Case in point: The town of Watervliet adds the following page to the Albany County and NY State firearms permit application packet:
Hand over your Facebook user name and password.
Robert Farago, proprietor of the website The Truth About Guns contacted Watervliet Police Chief Ron Boisvert.
......the sheet shouldn’t have been in the application packet – and won’t be in future. “It’s for internal use only.”
Yeah . Okay . Right.

This is what a Totalitarian / police state looks like.
